The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of services for the verification, provision, and tracking of stipends to qualifying Pilot Program participants in accordance with NMSA sec. 9-25-24, ensuring the timely delivery of the stipend in a way that is accessible for each participant and cost-effective for the Department.
In 2024, the New Mexico Legislature passed House Bill 303, the Workforce Training Economic Support Pilot Program. The resulting statute, NMSA sec. 9-25-24, directs NMHED to enable eligible workforce development program participants to access monthly stipends. The stipend is meant to support completion of programs by reducing financial barriers to program participation and to support the transition to employment in the occupation or occupational cluster addressed by each program.
